Moved up here to regain some of the freedom and civil liberties that  were being slowly eroded in town. Tired of water purveyors, municipal bureaucrats, bylaw officers, and community associations sticking their nose in my business.
If you want to make this place look like downtown then might as well lose the name Paradise Valley. We don't need a bunch of professional busybodies up here trying to do a bunch more things for our own dam good.

spraying for tussock moths, an end to gravel pits, gravel trucks and crushing in our valley. minimum 2.5 acre lots size( 1 hectar) We love our well water and see no no need for city water. Prefernece would be to keep our area semi rural and in the regional district.

Subject: Public Information Meeting

Hi Bobbi and Dwight,

Thanks for your survey return. I'll make this quick. In order to receive fire protection we need a source of water capable of delivering the volume and quantity necessary for fire fighting. The Trepanier water system is the only and will always be the only source. This source will be "looped" into the Master Water plan for Peachland and we (Trepanier) need to be calculated in the water allotment now.

We love our well water too. Well users can continue to use their wells. If you were to subdivide a lot off your property (which you would be able to with your RU3 zoning and community water), you would be able to service your new lot with potable water, wells are getting horribly expensive. You would also have a fire hydrant close to your house on Trepanier Road.

There is no push to join Peachland at all....they don't want us. The RDCO has gone to Peachland requesting water for Trepanier without joining the municipality. This would be by way of a Local Service Area (LSA).

The smallest lot allowed with community water is 1 hectare or 2.47 acres, we will stay semi-rural.

As for gravel pits, I have attended the last couple of Aggregate Task Force Meetings and shudder to think what is coming down the road....literally.

There is a "new" pit (licensed 4-5 years ago) at the end of Trepanier. They are ramping up for the season. Also at the end of Trepanier lies 3 or 4 large properties owned the Ministry of Transport. These may be identified as gravel sources in the Aggregate Inventory Study's 100 year plan.

There may be some potential to gain access onto the Coquihalla at the west end of the valley above these gravel operations. If the gravel traffic does not come through Trepanier, this would be a great place for gravel pits. It would also provide a westerly escape route should fire come up the hill from Peachland.

Trevor Dixon has volunteered to attend the Aggregate Task Force Meetings and keep TRIPOD and residents aware of what is going on. Please don't hesitate to contact Trevor with your aggregate input. ldixon11@shaw,ca

I could go on and on. Hopefully you will be here for the February 24th meeting. If not you can always get an update or express yourselves on www.going-going-gone.ca

Talk to you soon,

Cliff Stowell

4958 Paradise Valley Dr. Colleen and George Szalka:

We have lived here 12 years and I give up giving my opinions and fighting for this community. It has been proven time and time again that meetings for the people in this neighborhood are just a waste of time and are only for the few that are trying to push through their agendas that no one else wants. There is no protection for us, even when deception has been used. No one seems to care about the truth and principal only the dollars to be made for themselves. Our solutions to the ridiculous things that are happening around us will be the fences we will be building and high hedges we will be planting.

P2 zoning for a christian camp project that protects the interests of both the land (environmentally responsible building) and the end user through public access to land (trails) and community camp programs designed to bring both physical, emotional ,and spiritual benefits through camp based programs.  We feel development as P2 zoning will reflect an added improvement to this rural residential neighborhood and help fill a social aspect of our trepanier community. Apart from personal use, the idea of gravel extraction does NOT fit our vision for our land when  developed as a christian camp.

Hi Cliff,

Looks like you have done a lot of work over the winter.  Please keep in mind that we all bought up here to live in a rural setting, not to change everything.  Not saying change is not good, but I hope with all the changes you are proposing there is a dollar value attached.  ie joining Peachland - how much would our property taxes go up?

Please add the dollar values to the topics below.

Thank you

Hi Julie,

Good morning to you from over the way.  Thanks for your email, much appreciated.  Neighborhood input and feedback is good for us all.

I am not, in any way, proposing to "change everything" up here, I am adamant though that we should all share in "defining Trepanier", so that it 'develops' the way we want it to as a whole.

Further to that end, I have put up an online survey of sorts.  www.homeandweb.com/trepanier-survey.htm   If you have the time, please take a look and post your questions to Jim Edgson and/or Keith Fielding.  If you would like to see other questions on the survey just send them along and I'll include them.

I did fill out the survey and as you'll see, I too would like Trepanier to retain that rural feeling.  I think a minimum lot size of 2.5 acres would maintain this priority.

Questions asked prior to the meeting will allow for some good informed answers at the meeting. As far as attaching dollar values to services or projects it is a little premature but this type of exercise will start the process that will benefit all of us living in Trepanier.

Your input is appreciated and necessary.

Thank-you,

Cliff Stowell

What issues should be discussed:

1.  Access to and from the west on Coquihalla Highway
2.  Water Supply and how fire safety can be improved by connecting to municipal water.

Questions for RDCO:

Is there any discussion regarding access (west) to the Coquihalla?

Questions for Peachland.:

Does Peachland have plans for the Trepanier area and if so, what are they?

What type of development would you like to see.:

I like the area similar to it's current state and would endorse minimum lot sizes of 1 hectare.

Other requests/questions/concerns:

Concerns:  Fire safety, water supply & safety concerns regarding vehicles traveling to and from the west accessing the Trepanier area.

What issues should be discussed:

I have posted the topics for discussion (so far) at www.homeandweb.com/peachland-property.htm  all concerns and comments to date can be viewed at www.homeandweb.com/residents-comments.htm
Any issues that you feel need addressing just fill out this survey and we'll post it.

Questions for RDCO:

When can we expect an OCP to begin?
What would be involved in asking RDCO to supply treated water to Trepanier properties?
Our long time water licenses seem to be in jeopardy. read more.... What can we do?

Questions for Peachland.:

Is Peachland interested in extending boundaries to include Trepanier?
What would be involved in asking for Peachland to supply treated water to Trepanier properties?

What type of development:

I would like to see Trepanier stay "rural" with a minimum lot size of 2.5 acres. I would like to see the RU2 zone (intensive agriculture and limited resource management) eliminated from Trepanier.

Other requests/questions/concerns:

I hope anyone with an opinion on how things should go in Trepanier will share their thoughts and ideas with everyone involved.

Who_should_govern_our_area?:

I don't feel we have any options. Peachland is our only and best choice.

The RDCO is capable of handling planning issues in our area in the short term.
The Provincial Government has given municipalities the "power" to extend their boundaries to include fringe areas when feasible. Trepanier should be more than feasible for Peachland from a tax revenue source.

It seems the main concern among Trepanier residents is a rise in taxes. I encourage everyone to read the Peachland View article by Dave Preston:  Peachland has the third lowest taxes of nine Okanagan communities, according to a recently released report from the Ministry of Community Services.

After the election, I am happy to avoid joining Westbank, that is for sure! I am impartial to Peachland or status quo personally, no particular thoughts either way.

I am happy to see recreation type developments in rural areas, be they B&B's RV Parks, Lodges etc, I think there is a good fit with this type of use and if well managed can be an asset to the local community.

Kind regards,

I think being part of Peachland makes sense. There are a number of issues I have and these would have to be agreed to before I would endorse the move to Peachland. For sure it would have benefits to each land owner in the area. Concerns about water, existing systems and planned changes, existing water licences, fire protection and changes to land taxes is a concern, value for the dollar so to speak. What does it  mean to the current value of our properties?  These questions and more have to be answered clearly before change can happen.

I am undecided in supporting Peachland to expand their boundaries, as far as benefitting the residents I am not sure.

I do know that I (and I think I represent quite a few of the familes up here) since the time in which you had purchased your land here, you have been pushing for subdividing, water, sewer, etc. to benefit yourself.

If we wanted to live in a subdivision, we all would have bought in a subdivision, not out here in Paradise Valley where we all enjoy the peace and quiet. It is bad enough that we are having to fight off these gravel pit issues, I would appreciate it if you would not be giving the newspapers the impression that the homeowners agree with your plans to "diversify" Paradise Valley. Good luck with your venture!

Hi Pam,

Good afternoon to you.  Thanks for your email and feedback, much appreciated. For sure there are many questions to be asked and concerns to be addressed before any of the Trepanier residents will have a handle on the benefits of Peachland including us within their boundaries. Ah yes, the word 'subdivision' can sure take on different meanings depending on how it is used.  In our case, in most instances, reference to 'subdivision' is more in the 'legalities of land division rather than in a certain 'style' of community.

Since my partner and I purchased our Trepanier property (approximately 75 acres) in 2003, we subdivided the acreage into seven parcels (of approximately 10 acres) as the existing RU2 zone permitted.  So yes, we definitely subdivided and 'pushed' for that 'subdivision' as you mentioned with the end result of seven new 10 acre properties.

In June of (2005) we applied to the Regional District of Central Okanagan for a zoning amendment from RU2 (10 acre min.) to RU6 (5 acre min.) on our property. The RU6 zoning would not increase the density as the number of homes remains unchanged (RU2 allows 2 houses), but it does remove the potential for Intensive Agriculture, which allows large scale hog operations, feed lots & poultry farms and "limited resource management" which accommodates gravel pits. We felt, and still do, that five acre parcels with single family residences would be more in keeping with the rural feel than the alternative uses allowed. Our requested zoning required that we be serviced by a "community water system" which was unavailable at the time.

As you point out in your email "If we wanted to live in a subdivision, we all would have bought in a subdivision". Hear!  Hear!  I couldn't agree more with you on that. In order to develop a typical "smaller lot" subdivision a sewer system would be required. The Trepanier area will remain semi-rural without sewer. That will be the service that changes the valley and the neighborhood would be heavily involved in that decision process.

In an effort to try to put us, the residents of Trepanier, somewhat in the drivers' seat for the future of our neighborhood, I have been "pushing" for a planning study of some sort. Hopefully the outcome of the study would prove beneficial to more than just myself. It would determine and reflect the wishes of all involved, the wishes of any and all that live in the Trepanier Valley.  It's a very good thing to have input into the future of our properties, no matter where we live.

You may misunderstand. I don't profess to "represent" anyone, and would surely not give the newspapers, or anyone else, the impression that the 'homeowners agree with our plans to "diversify" Paradise Valley'.  I believe that was very clearly stated.  Just my opinions.  Nothing more.

I reread the articles and I do say that "I have received only a few responses from neighbors so far, but generally they have all shown a willingness to look at joining Peachland".  That's a fact.

I am hoping the website has provided and will continue to provide the community a chance to express their concerns and to read others opinions. It is a good source of information for all things related to our situation. The website is the vehicle needed to keep neighborhood issues out in the open. Transparent.  Simply an online forum, so to speak, to participate in or not.  Not a bad thing for a community to have access to - the ability to state our opinions, hopes, goals and dreams for our beautiful area and for the future of our homes and properties.  For our future.

The comments residents have sent in are posted on http://www.homeandweb.com/residents-comments.htm

You can see for yourself that there are some "home owners" that would like to see 1 hectare lots (2.4711 acres)as the minimum size. This would maintain the rural lifestyle you, I and others are after. This zoning however requires a community water system. Other comments refer to "needing to resolve water issues".  Peachland could provide us with this service and solution.

That 'peace and quiet' you mention is definitely at the top of our 'why we live here' list as well.  But, alas, if we are all enjoying "peace and quiet" why are we concerned with noise issues and having to fight off these gravel pit operations? At this point just part of our neighborhood trials and tribulations and yet another perfect reason why we should all be working towards ensuring the very best of the best for our special little corner of the Okanagan.

Thanks plenty for your "good luck" wishes on our venture, much appreciated.

I will respect your wishes and will of course remove you from our contact list.

Is this still your consensus Mr. Novakowski? or are we really going to have the RDCO's financial backing this time for a real Plan?

Would just as soon stay with the Regional District, certainly not the Westside District Munic. who have enough problems. Peachland would be the second choice.  Generally we are happy with the services we get and we were completely AWARE of those things we don't have or pay for, such as sewer or fire protection (unlike a number of property owners, who want the rural life but didn't understand or research the deficiencies)The existing land use contract is not holding us back from anything we want to do, only the Reg. Dist. rule of a secondary family home on less than 10 acres, which we hope to get a variance on.  We would not be opposed to having the Reg. Dist. allow subdivisions to smaller plots, no smaller than 2.5 acres to maintain the rural feeling.

Thanks for your interest.

We are not the least bit interested in joining Peachland.
We do not like the way the town is catered towards only a certain group of people who want full control of every little thing in the town. It is not geared towards families or the youth and is becoming a very expensive little town. We would much rather be governed by the Westside then Peachland.

I am not interested in gravel pits or RV parks in my neighborhood either. That land was bought to be subdivided into lots that did not sell. Now an RV park that will not fly without a community plan in place? so try and turn us over to Peachland? Not impressed. It is one thing to purchase property in a place to live there and enjoy it and another to come in and turn the neighborhood upside down and change everyone's life.

No thank-you,
Colleen and George Szalka

Subject: Re: Should Trepanier join Peachland?

Hello Cliff:

In response to your recent email we have reviewed the residents comments, providing the pros and cons of joining Peachland. As we see it, we could never subdivide as we are less than a hectare with a large covenant. In other words, a Planning Study for land use would not be of any use to us. To join Peachland would mean eventual sky-rocketing taxes for the support of sewer installation, water, fire, etc., which we personally could not afford.
I am sure that an Impact Study would show a potential for increase in traffic, crime, etc., not to mention what it would do to our wild life and also to the quality and quantity of the water in Trepanier Creek.
We love our Trepanier rural area and wish to leave it as is, a farm and agricultural area.

Sincerely,
George and Joan Chandler

Hello George and Joan,

Thanks so much for your input. The Trepanier area is sprinkled with smaller lots (1 to 2.5 acres) so I appreciate a land use study would not help in subdividing your property.

I too would like Trepanier to remain semi-rural with mixed land uses that compliment the area. The smallest lot permitted at this time, without a community water system is ten acres.

A community water system would allow for lots of 2.5 acres. This size of lot seems to be the choice of a number of property owners as is evident on our "comments" page. This type of zoning would help to maintain the semi-rural aspect of the community.

In order to develop a typical "smaller lot" subdivision a sewer system would be required. The Trepanier area will remain semi-rural without sewer. That will be the service that changes the valley and the neighborhood would be heavily involved in that decision process. I don't see that happening in the foreseeable future.

Many concerns such as the ones you pose are yet to be answered by Peachland and over the next few months they will be addressed.

Thanks again for taking the time to express your thoughts,

Regards,
Cliff Stowell

If joining Peachland means that RV/Trailer parks will be approved for our area, then I am dead against it.

Trepanier Residents 2007:

With the new Westside District Municipality council and  boundaries established, talks are already underway to extend their existing boundaries to include areas such as Crystal Mountain. Some would still like to see Kelowna's boundaries extended to include Westside (amalgamation). Though the voting is over, the whole issue of the Westside / Kelowna debacle continues.

It is time to take the necessary steps to provide the Regional District of the Central Okanagan with the Trepanier residents development objectives for the area, so that we are in the drivers' seat to determine the future of our area and properties.

A planning study was promised and at that time the Regional District of Central Okanagan asked that the residents of Trepanier choose one of the following objectives to determine the scope of work to be undertaken.
  1. If the objective is to prepare a land use plan for the purpose of community expansion, the Regional District may require a detailed hydrological, geotechnical and servicing assessment in advance of considering land use options.

    ALTERNATIVELY

  2. If the objective is to support continued rural land uses with no increase in development potential, planning staff would be able to develop policies similar to other rural areas of the Regional District.

Remaining unincorporated is not a long term option for the Trepanier/Paradise Valley area.

Presently and for the immediate future the RDCO (Regional District of the Central Okanagan) is perfectly capable of handling services such as planning and inspections for our area. Our newly elected Regional District Director, Jim Edgson, has made an effort to try and understand some of the many issues the Trepanier Valley faces. He has committed to being a director who will make sure we have a voice at the Regional District of Central Okanagan.

To the advantage of the Trepanier residents an option may exist to be included as part of Peachland.  The Province has given Municipalities (in our case Peachland, being the municipality) the power to "extend municipal boundaries" to include unincorporated areas (that's us here in Trepanier) where feasible. I believe that studies will find our area not only feasible, for Peachland to include in it's municipal boundaries, but very desirable from a tax revenue perspective.

Having Peachland's municipal boundaries extended to include the Trepanier area would move us all towards future water and sewer servicing.  Kelowna has adopted a policy, for example, that states in order for an unincorporated area to receive services such as water and sewer, the area must be included in the municipality capable of servicing the area.

Peachland is considering this policy already as Greata Ranch wants to hook up to Peachland's sewer. This won't happen unless Greata Ranch is included in Peachland's municipal boundaries.

Similarly if Trepanier is included within Peachland's municipal boundaries we will then be reliant on Peachland for these services.  A good scenario.

Positive Reasons for Trepanier/Paradise Valley to be included in Peachland's municipal boundaries:
  1. Third lowest taxes in the Okanagan Valley
  2. We would be able to vote for a council with our best interests in mind
  3. Experienced Town council and planners in place
  4. Fire protection
  5. Water and sewer servicing
  6. A municipality can collect DCC's (development cost charges) from developers to help fund roads and other services.
  7. A municipality can enact bylaws like "no soil removal".
  8. A municipality can collect a fee for "gravel extraction".
  9. Convenient town hall/council meeting locations
  10. Provincial funding available

Please consider:
  1. When a community, such as Trepanier, is considered for inclusion within a municipality, the Province provides financial assistance to moderate the expected tax increases. Mayor Graham Reid has been very effective securing funds.

  2. As long as the Trepanier Valley remains unincorporated, authority over land-use planning, service planning and development approvals are shared by RDCO and Peachland, as "fringe planners".

  3. We, the residents of Trepanier, are fortunate to be situated so close to Peachland and have access to their experienced council, town planners and services.

  4. We, the residents of Trepanier, are fortunate not to have been included in the Westside (OCP) Official Community Plan.

  5. We must show our support for Peachland to include us in their boundaries and (OCP) Official Community Plan.  It is imperative to be included in short and long term plans for all the services we may need and want to ensure the future of the beautiful Trepanier area.

We kindly ask you to consider your position on the above. If you are so inclined, please fill out the questionnaire at http://www.homeandweb.com/peachland-bc.htm or just drop me an email ~ Cliff Stowell ~ homeandweb@shaw.ca and I'll see they all get to the right people:
  1. Jim Edgson ~ Regional District Director for our area   and/or
  2. Rick Thorpe ~ MLA Okanagan Westside   and/or
  3. Ida Chong ~ Minister of Community Services    and/or
  4. Graham Reid ~ Mayor of Peachland   and/or
  5. Regional District of the Central Okanagan staff

Other Issues:

Recently I have had the opportunity to speak with several property owners situated within the Land Use Contract in the Trepanier area who are interested in having their properties excluded from the LUC. (Land Use Contract)

Trepanier Land Use Contract - LUC 277

If you would like to participate in a joint application to have individual properties excluded from this contract let me know.

A total discharge of the LUC will not happen unless 100% of those in the contract agree to have it discharged.

For more information on this issue please contact Cliff Stowell at (250) 767-0190 or Email homeandweb@shaw.ca

Lastly, I'm happy to announce our Application for an upscale RV Resort on Paradise Valley Drive.

Peachland Investments Ltd., Doug Turner and Cliff Stowell, have made application to the Regional District to rezone Lots 5, 6 and 7 on Paradise Valley Drive in order to accommodate an upscale RV Resort. (learn more).  We have not yet received the initial response from the RDCO departments or affected government agencies. Once we do we'll keep residents posted on progress or lack there of. The Rezoning Application signs go up on the property this week.
